HOW WERE THE BOUNDARIES DETERMINED?

The FAA has determined the boundaries for the Program, which generally follow the 65 DNL contour from the EIS, which is also shown on the map (click here).  A residential lot is considered to be within the program boundary if all or a substantial proportion of the lot is inside the contour. Please note that in some cases, the Program boundaries extend beyond the 65 DNL contour to avoid splitting subdivisions. 

DNL (or Day-Night Average Sound Level) is a measure of noise exposure that was developed by the U.S. Environmental Protection Agency, and is a defined as the average A-weighted sound level at a particular location, with a 10-decibel penalty applied to events that occur at night (10 PM to 7 AM).  The EIS predicted that homes within PTI's 65 DNL contour would have an outdoor noise level of 65 DNL or greater once the FedEx facility at PTI is fully operational.
